Police Administration
The Department's Police Administration is responsible for the overall command and control of the Police Department and the Chief of Police reports directly to the Mayor of the Township of Wilkes-Barre. It is the Administration that develops, establishes, implements, and oversees the mission, goals, and objectives of the Department. Robert A. Brozowski, Chief of Police
Chief Brozowski has been a member of the Department since 1971. He is currently the senior officer in the Department. He has served as Sergeant, Lieutenant and was appointed Chief of Police in 1999. Chief Brozowski earned an Associate's Degree in Criminal Justice from Luzerne County Community College and was honorably discharged from the United States Army in 1970 at that rank of E5. He received the Department's Community Service Award in 2003.
Ronald J. Smith, Captain of Operations
Captain Smith has been a member of the Department since 1979. He was promoted to Detective Sergeant in 1983 and to Captain in 1998. Capt. Smith oversees the various operations of the Department. He is a graduate of the University of Scranton, where he received a Bachelor of Science Degree in Bio-Chemistry and also King's College, where he obtained a Bachelor of Arts Degree in Criminal Justice. Capt. Smith also has a Master of Criminal Justice degree from Boston University. He retired from the PA Army National Guard at the rank of Major after 24 years of service having served overseas in Bosnia in 2002. Capt. Smith received the Department's Meritorious Service Award in 1981 and the Exceptional Duty Award in 2001.
